It's not a press fit into the frame, the threaded stud passes through the frame that holds the weatherstrip without touching it. But there is an internally splined washer that is elongated on one side and serves as the vent window stop so you can't overrotate it. That washer is press fit onto the splines above the |__| shaped bracket there. Or at least firmly tap fit. I can see it in your picture. I'd bet it's rusted onto the splines. Just a hunch from the look of the shaft. Try some Kroil or other penetrating oil on the splines and the washer and see if you can tap or press the threaded stud up, out and off, with the window and its frame, of course. You also need to remove the other washers below the bracket first.
But, remember, the stud is held to the window frame by two small rivets. Go easy when pressing/tapping. Are you attempting to save the window frame?
