I have a 4" lift on my f350 with 35's and currently get 13-15 miles per gallonin my 02 PSD. Any suggestions on the best way to improve mileage. I'd like to get 15-18 as I did before the lift. Everything else on my truck is stock.
You didn't say whether or not the 35's went on at the same time as the lift, but if so, there are two things to consider:
1) Your speedometer might be off, and you might be getting better mileage than you think you are. After recalibrating the speedo, you could be getting 5-10% better mileage.
2) By raising your truck up in the air that much, and adding more unsprung weight, it'll be difficult/impossible to get the same mileage as a truck that's more aerodynamic. Take it from one who knows.
You can optimize your mileage by keeping your fluids topped off, your filters clean, keeping your tires inflated to the correct pressure, and lightening up on the throttle pedal. Those can improve your mileage by 2mpg. A chip is supposed to help your mileage, and so is propane, but adding both of them to my truck didn't help the mileage any. I get the same as before, but I get where I'm going faster.
I have a 2002 PSD with a 4" lift and 35's. I'm lucky to get 12mpg's but I pull a trailer everyday. My truck shure looks awsome though. I just installed the exhaust and air filter and saving for the chip and guages. I just checked my mileage and got 350 miles on this tank. I usually get around 250 to 300 miles. Maybe the exhaust and air filter helped.

I had meineke install my exhaust because they only charged me $100. That's not even worth my time. I got the ittp exhaust, and not stainless. I'm going for the superchip tuner with 3 settings.
