It might be the meter you are using. As long as you have 5 volts you are ok. The purpose is to keep a constant voltage on the guages so the readings don't vary when the battery voltage does.
OK, I did locate the 5v pulsing circuits. What I found was the previous owner had the gas tank sending unit and the temp sending unit running to 12v. I ohmed out the tank sending unit and found that the wire windings inside were burnt up. I found a
71 model sending unit but the bolt pattern is a little different than on the 67. I was able to check with it though and it workes fine. Just need a unit to fit it at this point. On a good sending unit I was reading around 80 ohms.
The Temp sending unit is ohming completely closed, would this be right?? I checked from the Temp lead to gnd.. Sounds like it could be fried also.
