EGR delete anomaly

Has anyone ever seen this before? I am guessing the installer put the hose clamp there because they felt it would prevent the blue hose from swelling, king of like the lower CAC hose. I should have taken another picture after the turbo pedestal was removed but I forgot, LOL.

I either have to get a new blue hose from a local dealer or just get an IPR delete.

Thoughts?

Why would you go to all the trouble of changing out one delete for another?

In the process of changing the oil cooler and verifying the stc fitting I noticed the hose for the current egr delete is damaged. So I either buy a new 40 dollar hose for a crappy delete or get a new IPR delete. I am in there anyway and everything is already apart.
