Boost Dynamics ??

I know how the physical aspects of the turbo works, but have wondered why there needs to be load on the engine to produce boost. In neutral no load, engine RPM @ 3000 = no boost, even though exhaust gas is spinning the turbine/compressor. Same conditions pulling load = ~ 22 PSI.
Technical answers anyone??

I think it is because your engine uses more fuel to spin the engine to 3000 RPM when it is under load as opposed to being revved in neutral?

More fuel means more exhaust gas, which means more boost. Conversely, when you are revving in neutral, much less fuel is used, and there is much less exhaust gas to spin the turbo

At least that is how I understand this to be the reason.
