Not that I know of.
Zero Rust (ZR) is not designed as primer but I have used it as such. I did my metal work, used rattle can lacquer primer, and after finishing all my work, covered it all up with ZR. When it came time to paint, the entire vehicle was scratched and then sealed with epoxy primer.
It's been several years ago when I tried this on my 86 Ford F250 and I haven't had any rust problems.
