This should be my last question on the generator/regulator issue. Does the paint need to be scraped off of the firewall where the voltage regulator is attached so there is bare metal-to-metal contact for grounding purposes?
It needs good ground, yes. There is probably already a separate ground wire from the battery that is attached to the regulator to ensure this. Voltage regulators get confused without a good solid ground reference, or high resistance, corroded connections.
Best to check voltage output at the battery at 1500 RPM, you'll want to see between 14 and 15 bolts, depending on temperature. Then turn on the headlights and heater blower and measure again. Voltage will sag a bit but it should hang in there above 14

My wiring harness had a ground wire for the voltage regulator. I attached it to one of the mounting screws and scraped off some paint around the hole. Really hated grinding off some of the new paint but oh well

This being a 6v system, seeing that many volts would be a bad thing I think...
