I have a 1990 f250 with a 460 and dual tanks. The rear tank is not working. The pump is running strong. They are saying it is a problem with the tank selector valve located on the frame rail. I don't see it anywhere. Where is this mystery valve located?

If the front tank pump runs and the rear tank does not then you either have a bad pump in the rear tank, bad plug on top of the rear tank or a bad selector switch on the dash or wiring to the rear tank.
If the rear tank pumps runs then you have a bad Fuel Delivery Module (FDM) in the front tank.

Well.. "They" are totally wrong because your trucks doesn't have a tank selector valve. If the pump runs then is it possible there isn't enough fuel in the tank? If not then there must be something wrong with the pump.
Ford began using in-tank fuel delivery modules with integral valves in 1990, so there is no external switching valve on the frame rail.
So.... is this separate from the pump or will buying and installing a new pump work? I am all for putting in a new one. this truck wont get to the lake on one tank if I am pullin my boat.
