Power steering pump pressure line

I have a CII power steering pump in my '96 F150 4.9 6 cylinder. The pressure line (the aluminum one) is loose - I can move it back and forth and in and out about 1 mm each way. The service manual says to replace the Teflon seal and tighten the nut to 19ft/lbs. They also show a drawing of the nut. However, mine has two nuts (insert joke here.....) - see pic. Is the large one part of the pump, and the small one the one shown in the manual that I am supposed to tighten to 19 ft/lbs?

Lol. The bigger of those two ain't a nut, it's the pressure regulating valve that's threaded into the pump housing using a wrench on it's hex head. The smaller of the two is what you want to tighten.

Be careful tightening it. Inside that fitting on the end of the steel line (it's steel, not aluminum) is an o-ring. If you wrench on it too hard when installing it, you crush the o-ring and as soon as you start the truck you get treated to a nice geyser of hydraulic fluid spewing out and conveniently lubricating EVERYTHING under your hood as the radiator fan evenly distributes the spray for maximum effect.
