Has anyone experienced a whining noise around the left side of the dash or under hood, possibly near the firewall? The noise does not change with engine or road speed.

You can here it from the outside?? Is your truck a '13 or above?? If yes to these, it is a different pump under the hood. It is a pump whine, which one, we are not sure and neither are the techs, because they now notice it too. The '11s and '12s do not do this. All of our newer med units and my '13 does it.
Mine is an '11. I can hear it outside and after some troubleshooting I think it is probably the fuel pump in the tank. I am going to try changing the filters and see if that makes any difference. It has been extremely cold hear in western ny so that could have something to do with it as well.
My 11 had a howling noise on the left side of the windshield. I found it and stuck a straw in it (caused the noise to stop). When I took it in they had to remove the trim and reseal it. Haven't heard a peep since.
My whiring noise lasts about 5 seconds and it's loudest at the drivers rear wheel which tells me that the fuel pump runs X amount of seconds after shut down.

Mine occasionally makes the same whining noise as in the video. Seems to only do it on hot idle. Seems to goes away as soon as you raise the RPM slightly. I don't recall it making this noise prior to changing the fuel filters. I'd be interested in what others have found with regards to this.
Looks like it had to due with fuel filters. I changed them both and it has stopped the whine. I just drove it from Buffalo NY to York Pa and all was quiet. The filter did not look too bad. All seems well now so no need to buy a dodge lol
If the frame mounted fuel filter leaks air around the threads, you will experience an additional pump running. It is very noticeable, electric motor whine type noise. If the leak is bad enough, you will later experience "Low Fuel Pressure" warning. One simple thing you can do short of changing both fuel filters is to make sure the frame mounted fuel filter is screwed in all the way to the stop. Unscrew half turn and then screw back in until you feel a positive stop.
