PLEASE help electrical problem

hi every one im new here n first time on a forum newbie
hi can any body help me i have a newer battery fully charged but there is no power at all to anything! terminals are clean looks to be some brown resin on the inside of the negitive post/cable,what can i check?fuse,link,?
car was running(before parked and died) but was loosing power headlites dimming and engine chugging trying to die out

in chicago area n its 30 below in the wind ouch (i made the mistake of buying an alternator yesterday before i checked the battery and found the battery is fully charged,da)

Not sure if they still had them in the 99 navigator, but just in case, did you check the two 175 amp battery fuses? They're under a cover on the firewall behind and to the right of the battery.

no didnt know a battery fuse exsisted, will check thank u so much, im lost ,will report back thanks
