Emissions test: passed! (barely)

I finally ran my truck through the local emissions test again today, and finally passed it. The thing was low on CO (0.04% out of an allowable 1.2%) , but high in the Hydrocarbons. 218 out of an allowable 220 PPM. I was thinking that was usually an indication of a rich condition, which I can't EVEN imagine, as I had this thing so leaned out it would barely keep running. Could it just be a bad cat? It's the 1986 original, with 161,000 miles on it. Also, would this thing be an old pellet type? I figured that if I replace it with a free flowing one, I might be able to kill two birds with one stone: clean up and free up my exhaust at the same time.

Lean misfire will also raise HC somewhat. They didn't test for NOX? That ususally goes up when you run too lean, but the EGR will help lower it. A little oil burning (with that many miles) can also raise HC.
