i got a 02 with 200k on it. truck takes long time to start. glow plugs and relay good. injector o-rings got about 10k on them. changed ipr and icp. start truck runs fine. turn it off then retry it fires right up. wait 30 seconds and you will crank like crazy before it hits. when its running and turn off and then turn key back on and wait 30 seconds it will start right back up. after it sits with key off for 1 minute, ipr duty cycle will go to 65% then the icp will gradually build to 500 ish then it starts. hpop resivor stays about 3/4 inch from top. im thinking something with hpop. any ideas? i do have a scanner.i did pull valve covers and started truck. dont see any oil spitting from top o-ring on injectors.
But, Deadhead the pump and see what pressures your getting on both heads to rule any of that out (which I suspect will be fine). OR, move your ICP to the other bank and have a looksee while cranking.

Prep the old check book.

As long as the IPR is working I think you on the right course with the ICP, No oil leaks right? the 7.3 wont start till the ICP is over 500psi, there the most common problem, but it seeks to be ok cold and hard to start warm or after short run, which could lead to the IPR. So do the basic's and let's hope it's just the IPC.
so far it seems like the hpop oil pump fixed it. starts faster. just need to drive it to get air out. but the ipr duty cycle isnt hitting 65% before starting now.
The pump you replaced is it stock? your duty cycle may not need to go to 65% to get the pressure the PCM needs, but as long as its moving with the go pedal you will be fine.
