how do you put a roller cam set up a 70 390 or is it possible?

69, you work from inside the cab. Remove dashboard and all wiring, drill through the cab, pull bell housing, drill through the back of the block, pull everything back. Work from the inside, a piece of cake. Caulk the block hole up tightly, re-install, rewire.
