It's not the MFS since the cluster indicator works and it's in parallel with the main headlight high beam circuit. It's also not the fuse since the power for the indicator is tapped off after the fuse.
It's either a wiring fault or two bad bulbs. Get your meter or test light out and test the light green/black wire at each bulb to see if power is being delivered to the bulb socket.
I tested the wires at the headlight and at first I tested voltage on low beams to make sure I had the right wire, then I turned the high beams on and at first they weren't on, when i tested for voltage it was around 13 volts, then I looked at the driver high beam and it was on, I'm not sure what's going on here. Now they are both working. Is there a relay that could be bad? Thank you everyone for all your help.
Could be the bulb sockets have become corroded and losing contact. Either clean or replace them, use a dab of dielectric grease on the contacts to prevent this in the future.

If the bulb socket was corroded that wouldn't make both of them go out, so it has to be something else
