What are you looking to do with it?
Neon green, 400 hp claim, and exhaust manifolds all jump out as red flags to me... I'd say a lot depends on the price and documentation.
For me to roll the dice on anything with neon green valve covers, it better be cheap.

You can learn alot from observing the seller's house, property or the condition of their vehicles. If the house is a dump or unkept, their property weedy, or their vehicle is held together with duct tape, wire nuts, bubble gum, and spit then I'd be leery because there's not a whole lot of attention to what matters.

Just somthing I noticed, the black paint is on all the brackets. Meaning he just rattle canned it after pulling it. Intake manifold looks stock too. 400hp? Id be surprised I have a windsor with all the bolt ons and a 408 kit. On a good day I have 400hp.
I would offer him a hundred bucks and see what he says.
