Cool REALLY! UGH, why me!

Hey guys,
Looking for a little help here please on a 1999 F250 v10 with 165xxx miles Also has a Fisher minute mount plow
Just bought this truck to use up at my place in Maine. Ran great for the 180 mile ride here to my house in RI from VT to do so minor things before I bring it up north.
So i wanted to weld a light bracket on the top of the plow frame so I can mount some LED flood lights, I removed both positive/negative terminals from the battery, did my welding, reconnected and now.....NOTHING just the rapid click from the relay
So I replaced the battery with an Optima yellow top, replaced the starter relay on fire wall(cleaned grounding area behind it), cleaned the 2 grounding wires/spots on the fire wall next to the battery, ran all new battery cables, 2 new positives, one from battery to relay, battery to starter. Ran new wire from other side of relay to starter. Cleaned all terminals on starter. Ran new ground wires from battery to engine block and one to chassis.
Now when I try to start it I'm getting the rapid clicking noise while in start position, the wiper goes on, and the idiot lights on the dash cluster start cycling on and off if I leave the key in run.
I am noticing that the battery gauge is just over the low line on the dash! Brand new battery! volt meter shows 12.12vlts at the terminals ?
This has got me banging my head against the wall.

Any body got anything else I can do? Im gonna go and pull every fuse and check them but I dont think that is where my problem lies

OK update,
All fuse check out ok, I even swapped out the PCM relay with another one, still doing the same.

Brand new battery should read 12.7 or higher. What's the voltage disconnected? When I had a battery die the gauges would freak out like you describe.

Update part 2,
So I load tested the brand new (if you can say april 2014 is brand new off the shelve from advance auto) anyways, after charging it, I was getting 12.62 volts but when under load, it was only putting out 3 amps!
Returned for a 12/2014 battery, which was good to go.
The starter was dead. After removing it, securing in vise, and putting volts to it, the bendix was the only thing moving, the drive motor would not spin it.
So another new battery, new starter and all's good to go....
