I think you should be happy to average anything over 12...I always got 9-10 with my mazda trans and 302, which put my trucks weight right around 4750 with me in it and a 10.25 rear. I think with the stockish sized tires 12average is realistic expectation with a good possibility of doing substantially better.
I think if you were to use CC on the highway you could squeeze quite a bit more on a roadtrip.
for mileage increase, it depends on how crazy you want to get. best bang for the buck, and ease, would be long tubes and high flow (or super high flow [no]) cats. not a bad idea to get some fresh synthetics in the trans/tcase/rear either, unless you know the trucks history.
i don't know the answer to this but that combo sure sounds like a mid teens setup to me with at least 15-17 mpg hwy.

howd you calibrate the speedo in the other one?
There is a procedure to get into the PSOM and put in revolutions per mile to calibate it. You can only do it 6 times though
