OK, got an odd one here. When I start my truck the idle is around 600 rpm even after I tap the throttle and the "cold solenoid" follows the throttle lever up. As it warms up over a five minute or so period the idle comes up to around 750 or so. Any Ideas?
When it's really cold mine idles around 600 as well, sounds under load to, I think it's cause the oil is really thick and puts drag on the engine till everything starts warming up.
750 is the normal idle. High idle is 900rpm.
So you're High Idle doesn't work.
Probably your sensor is dead, and it's a 2 prong sensor right on top of the passenger side head, very front under your Alternator.
The high idle system is working electrically as I can see the solenoid has extended. Thing is, it has fully extended and the throttle lever on the pump is a 1/4" up/away from the shaft that extends out of the solenoid.

Adjust the shaft with a small wrench; it's a screw.(edit: The brass shaft coming out of the solenoid)
You may also need to loosen the two 1/4-20 bolts holding the solenoid plate in place and just rotate it forward a bit; there's a /lot/ of slop around those bolts.
