Save your fuel reciept. Note the miles at fillup and current. It may come to bad fuel

Low pressure pump is on the frame with the fuel water separoter

I am not sure how bad fuel could cause foaming in and of itself. That would more likely be caused by aeration of the fuel somehow:
1. Leak in fuel line or pickup tube, as previously mentioned
2. Cavitation related to one of the pumps - maybe an impeller is messed up.

they replaced the LP pump already

I would look to make sure the volume control valve or the pressure control valve are working as designed next. Those could cause cavitation as well. Ford guided or pinpoint testing usually gets to the bottom of it. Timing just sucks......

Could a piece of debris in the tank cause this? Debris tries to get thru pump or lines, gets stuck and fuel is only able to partially flow by.

That's their thinking......the puppy is another Deutsch Drahthaar female....coolest dog in America...top hunting dog in Germany

If it is something blocking the intake it is stuck there because after all the work they have already performed, the problem is still there.
