If you pull the drums off and don't see anything it could be a frozen cyl. piston 2 per cyl. from moisture.
Roll back the dust boot and look if you see fluid the cup seal is leaking..
Also a leaking axle seal or a bad wheel cylinder in the rear can make it pull while applying the brake pedal..
I'd say your in for a complete overhaul of your brake system.
Don't waste your time trying to hone & rebuild any of the wheel cylinders.
As they'll most likely be the cyl. bores will be eaten up and won't hold a good inner cup seal.
Then you'll need to check wheel bearing & new hub seals

Rock auto was where, I bought a new china m/c with a redesigned vent cover lid that could not stop leaking from the lid gasket.
I should have taken my own advise. It still ended up being $54 bucks. with shipping. Same as loco parts stores
Which, I could have gotten a few miles away at Auto Zone or ORilley's with ez returning it.

It is unfortunate that quality control has generally suffered since switching to Chinese manufacturing. The allure of cheap labor and resultant lower costs has convinced many suppliers to go to China for their manufacturing. And once it begins, the lower cost products will drive the more expensive ones from the marketplace. While the local outlets are also full of Chinese stuff, as you said, at least they are easier to return when there is a problem. Some of the chain retailers are also willing to provide warranties on their products even if they are Chinese in origin. So I suppose that the old "shop around" adage is still good advice for the consumer. Weigh the pluses and minuses of each source, and go with the best overall situation. The old familiar "American" name brands (even with Chinese origin) seem to retain better quality control than the "Hwan Hung Lo" brands. Some of Rock Auto's stock is so old that it is actually made in USA.
Replacement Master Cylinders have leaked from the top for a while now. The guy at the shop that I use took the gasket from my new leaking mc cut an exact copy and added it with the other one, it is leak free for 8-10 years now.

The Wagner cylinder does seem like it sat on a shelf for a while. Figuring on soaking the cups in brake fluid before install to try and avoid problems.
Get a large radiator hose clamp or a pair of them. Wrap around m/c lid. Tighten to stop the leak. If the lid bends, buy a new m/c which you needed anyway.

Hmm a diaper wrapped around it or better yet a kotex works great as it's just a large bandage.. And with suck up any fluids..
