2004 Ford excursion with factory fog lights. Worked fine. Took truck to shop and had head gaskets and studs done, body came off for that. Fog lights worked on way home. It's a week or two later and they aren't working at all. I pull the headlight switch, the fog light comes on, but neither light works. The high beam indicator is still working. The fuse is still good. I'm not sure where the relay is and I'm trying to figure out what to check from here. It may be related to the recent work done or not.
The relay is in the CJB, but is not serviceable.
I would guess the the wiring connector is unplugged on top of the driver's side frame rail up front below the battery.

So you win the prize. Was NOT easy shoving my giant hands in there to reconnect but I got it. Also learned my fog lights only come on with the key on. Lol. I was so confused when they still weren't working.
