Angry Glow-plug madness

Just got my first Diesel 93 F250 XL non turbo. Had a hard starting problem. Found two burn plugs. Bought a set of glow plugs off eBay (maybe thats my problem). Still got the brief flash of the WTS light followed by clicking. Put a new glow plug controller on it. And the same problem.

The ohms on the plugs are .8
Omhs on the wires to the lead on controller are .2
I get 12volts on the big red wire with key off.
I get 12volts on the smaller ones next to it with key on. Whiles its clicking it drops to 11.9 then back to 12.44
The ground wire has been cleaned. I get 12volts when testing it to the positive. Strangely the resistance to the negative terminal is -7 ohms.

What do I check next?

I put one of he old plugs in just for kicks. And I got a longer WTS before the clicking cycle. I pulled out a couple more plugs and discovered after the slighter longer burn the resistance is 1.3. So put all the old back (ac deco) that were good and I only have 3 eBay nonames and the wts goes for about 6 seconds then starts the clicking cycle. Heading to Orileys now to get some motocrafts.

That did it. Wish I had of bought those instead of the cheapest ones from eBay. Also didn't have to get a new controller.
