No start cold

6.0 psd has a new icp sensor and pigtail which seem to be wired correctly because it shows the pressure when the engine is runing and as you drive around it changing but when the truck is cold it won't start unless you keep cranking or disconnect icp sensor and has a code for p0683 glow plugs. What's you opinion on what's wrong????
