Any major differences between years?

I am looking at two trucks, one a supposedly low mile '75 (body has surface rust) but no smog requirements in CA, or a '78 that has about 122k miles but needs a new carb and will have to pass CA smog every two years, but their appears to be no surface rust on the truck.

I am leaning towards the '75 since there will never be a smog issues, but was not sure if there was any significant changes to the 300 engine within this year range that would make the '78 a better choice in the long run.

In time, I would like to install an offy intake and the EFI exhaust maniforld, but would assume that these mods would be the same for either of the engines.

Of coarse this assumes that the owners are being honest and these are indeed the original engines...

You will be fine with either one. Go with the 1975 since you stated that you want to install an Offy intake as well as EFI exhaust manifolds, which you will be unable to do on the 1978, due to smog requirements.
