With the overall, smaller diameter of the lock washer relative to the large ball base, if put under the ball, I could see the ball wanting to waver or rock back and forth, eventually loosening.
I can't imagine the guy who originally thought this was more effective?

I don't know if helical washers are intended to bite into their contact surfaces or not, but based on the hangnail they typically leave behind, they usually do. Strictly from a spring perspective, Bellville washers are the hot ticket. You can stack them for more spring pressure and they have the area of a flat washer.

They are cheaper than lock nuts.
cheaper than 1-use nylock nuts. Not the crush nuts which are a single stamp more on the manufacturing process and no additional material.

split-lock nuts tend to bite material because people forget to use a flat washer underneath them and use a clamping nut that is too soft (to save money).

However, the washer is normally flat by the time the bolt is fully torqued. At this time it is equivalent to a solid flat washer, and its locking ability is nonexistent.
An engineer did not write this... at least not a good one. Yes it is flat when torqued. The spring is compressed. At this time, you have additional pressure from the spring steel putting friction against the rotation of the nut against the piece... even after rotation begins. With a flat washer, once rotation begins, clamping force is immediately lost.
