1981 F100 speedometer problems

1981 F100 speedometer problems
Took the gauge cluster out and can spin the back of the speedo.... the needle moves.
Drove truck without gauges and cable does not spin.
Unhooked cable at transmission and cable spins on both ends.
Gear is attached at the end of the cable and everything appears fine.
Feeling with a finger in the transmission, the speedo gear inside spins freely.
Should the speedo gear spin freely with the transmission in gear ??
Any ideas ??

You are correct.... truck not moving.
pulled the cable and felt inside where the transmission gear contacts the cable gear.... gear inside transmission spins freely.
