The varible ground on the iac is blue and white and I traced backed to the fire wall before it goes in the computer. and tested there to make sure it wasnt a faulty wire, In my book they
show the positive side of the iac jumping off the fuel injectors. But I am
still only getting .01 volts at the Iac?
The 361 red wire goes to a lot of places including all the fuel injectors and the computer.
Look the wire going back to the computer from the IAC will have what ever voltage on it that the computer does not ground away. It is actually a variable pulse width, the width would depend on a lot of things so no body can tell you what the voltage is at that point. It would also depend on your type of meter and how fast it is.
I wouldn't throw any more coin at it till you get the DTC's. Data Trouble Codes. I could be anything from HEGO sensor to low signal from EVP. From what iv'e seen of bad IAC it'll idle erratically.
Sounds to me like its fine mostly questioning his readings. Looking to the IAC as possible cause of the flat spot hesitation mentioned.
Only issue I see is low engine vac, based on comment made sounds like would benefit from having the base timing checked/set.
Low vacuum reading suggests late timing, might not take out all the flat spot/hesitation complains of when cold but if it is late enough base timing to cause idle at 16hg engine vac no other cause? doing so would be a huge improvement.

Maybe the timing chain? It has 5 degrees of slack in it. Right on the border
line of replace from what I understand?
Think I found it The thermactor bybass valve 1/4 nipple was broke off. I got
some jb weld and glued it. I HOPE IT HOLDS.i DRILLED IN ALITTLE AND COUNTER SUNK IT.
i USED THE JB WELD CAUSE OF THE HEAT. i DONT KNOW IF IT GLUES PLASTIC.
i LL LET IT SIT OVER NIGHT AND PLUG IT IN. wHAT A PAIN.hOPE THATS IT?
