This is a good one 6.0l no start.

also a new lpop doesn't mean you have low oil pressure. I think if the bearing goes through it. It can score the front cover and cause enough of a leak that it won't fire.

I went thru that system again after the New injectors were installed, IPR was good with no trash on the screen and low oil pressure verified while cranking it fills up the filter housing in 2 seconds. ICP reads good pressure so the high pressure system is being fed. Is there another way to check it?

Which pump are you referring to? Do you mean a cylinder compression check when you say dead head?

Do you have a scanguage? If so post all the values while cranking. If your ficms good, and all oil pressure is good. Then your only other option would be fuel. Or some obscure electrical issue.

While cranking:
FICM LP 11.5-12v
FICM VP 11.5-12v
FICM MP 48.5-49v
ICP 1100+ psi
ICPv 4.5v (concerns me, should 1.6v -2.0+v. I've changed the ICP sensor and it doesn't start when disconnected pigtail has been replaced so may be wired incorrect)
IPR 50-60%
SYNC YES (1)
Engine reached good RPM during cranking.
Not sure what else.

Which Sync is that? FICM or Cam/Crank?

1100psi iirc is a default value. Cranking it should be .85v.
Dead head test refers to the hpop. It requires pulling both valve covers and blocking the pump off at the rail to test max output.
You need to get icpv issue resolved first. However.

Awesome, I will look into the dead head test and attempt to resolve the ICPv problem

FICM Sync.
The Cam/Crank sensors are new and I haven't had any associated codes. The Diesel shop also confirm that both were sync while cranking

Certain critical sensors have a 5 volt circuit. The PCM monitors that voltage - it is called V-reference

Scangauge can monitor it. A search should get you the programming, but I can also post it later today.
