It will probably fit. 2007 and 2008 have different part numbers. This might be due to different internals or body styles/lines or a multitude of other reasons.
If you are located within reasonable driving distance to the 2007 tailgate, go see if it will fit.
Or call a junk yard and ask them to look it up in the Hollander Exchange book.
