Instrument lights out

Instrument panel lights went out on my 99 F350. Pulled all the fuses out & checked them inside the cab, all are good. Prior to this happening I replaced my headlights & side marker lights with some clear aftermarket brand & also had pulled out my headlight switch because a tab broke which holds it in place. When I pulled out my switch I heard something rattling around in there, so Im going to order a new switch but anyone else come across this issue?

My dad's f550 lost the in cab lights and it was the switch

So I replaced the headlight switch & still no instrument cluster lights. Checked some fuses in the fuse box under the dash with an ohm meter & all the ones per the schematic check out good.
Anyone know of any fuses under the hood that may be causing this or possibly where the common ground is at for the headlights, signals, instrument cluster so I could check that?

Not sure if same on '99, but on my '02 the instrument cluster lighting and tail lights are the same circuit--although in my case it was a fuse blown while the truck was in a shop for some other issue.
