My 04 Navigator has the non HD towing package. I have access to an 03 Expedition with HD towing. Is the actual hitch the same between the two? Also, the HD hitch already has the 4 and 7 pin adapter and my non HD only has the 4. I do have a 7 pin pigtail from an 02 Navigator. Would you A) keep current hitch and splice in the 7 pin pigtail or B) bolt up the hitch from the HD Expy and then splice the 4 and 7 pin adapter?
The towing pkg on the Expy has a class lV hitch assembly. I wouldn't expect the Nav to have that if it's a non tow pkg.
I'd use the Expy hitch unless you know the Nav is the same.
The other piece, does the boat have electric brakes? If only surge which are on many boats today, you don't need a 7 pin connector. The 4 pin is all you would use.
I do not have the boat now. I am getting my vehicle prepped for heavy towing if i get a bigger boat. So i want to make sure i can use a controller if needed.
I can't seem to upload pics to the forum. But my window sticker says Class III. Now my label on my hitch says for max gross trailer in lbs: 8950 (weight distributing), 6000 (weight carrying). Then for max tongue in lbs: 895 (weight distributing) and 600 (weight carrying). It also shows a V-5 in a square box if that means anything.

What size boat are you considering buying?
Anything about 21' or smaller should probably be okay within your weight ratings with WD. You won't find them on most smaller type boats so I'm using the 6k for reference.

Weigh to be sure.
A boat is about 2 years away. Still not sure what type (power or sail). But if power, I like one that is 25' and almost 5k lbs w/o trailer or anything. So that would be the upper limits of the Navigator. But as always, what I want and what I get can be two different things.
