An old friend of mine has a 79 F150 short box with a healthy 400 (flat top pistons, cam, intake, 750 double pumper, etc) and a 6" lift on 40" ground hawgs. Interior is pretty good. Body is straight, no rust. Needs paint and eventually new tires. He cant register it in California due to smog and I live in Nevada in a part where smog isn't required. He told me he would let me have it for $1000. Does that sound like a pretty good deal?
If the short wheel base body and frame are in restorable condition then it is a decent deal but the 40" tires on that front axle if it's original is a big mistake .. If the tires were run long on it the whole front axle will need to be rebuilt along with the rest of the drive train .. Check the frame over real well for bends or breaks because this setup (40" tires) is way under engineered for this frame and drive train ..
It's a horrible deal, don't do it. as a matter of fact just go ahead give me his number so I can give him a call and tell him that.
Seriously? if I had a chance at a good short bed with little rust and a good motor and interior for a grand it would already be sitting in my driveway.

I second this. If you don't take it I sure as hell will. Around my parts you can't find anything like this that has very little rust on these old trucks.
As others have said, take a good look over. If the frame is not bent and the axles are not yet trashed, it could be a steal. If the truck was not used as a woods or desert toy for very long the axles can hold up. However, they are a ticking time bomb.
Around here 1,000 will buy you a truck with more rust than metal. No interior and tires from the 80's.
If the truck is how you describe it to be, then 1,000 is a hell of a deal. Look it over, make sure it's not a total money pit, but for 1,000 it's not too much of a risk. Even if a lot of the truck is trash, you could part it out and get your money back.
I helped him put a new trans and rear end in it a few years ago. No rust. No frame damage. It had 33's on it most of its life then he put the 40's on about a year ago and just used it around the ranch during the winter since then. I know its always been a reliable truck for him for the 10 years he's had it. I just wasn't sure what they're worth.
