According to published statistics; as built from Ford, no. The F150 wasn't released until 1975 and 100% came with power disk brakes from that point forward. Although you might want to reconsider not wanting power brakes,they aren't just a luxury as they actually make the truck safer to drive. Also, the vast majority of F150s also came with power steering (86% in '75, 77% in '76, 93% in '77 and '78, and 96% in '79) while each year less than 20% came with a six cylinder engine, so finding one like you want would be hard.
But I'm assuming that when you say F150 you are also open to having an F100, in which case you could have one with all your options (or lack of). You would have to look at F100s from 1973-1976 only though, because F100s didn't get 4x4 from 1977-1979. But if you want a "no bs" truck why have complicated systems like 4x4 and electronic ignition?

I went out of my way to find a '79 F100 2WD with a 4 speed, 300 six, manual brakes. I really wanted a 4x4, but couldn't find one. I bought the 2WD truck and put it on an F-150 4x4 chassis. I used the manual brake master with the disc brakes. (it's still manual brakes and stops just fine) It has power steering, but that's it. Let me tell you, manual steering sucks. Keep that power option. The first time you park it anywhere, you'll be glad you did.
I've since upgraded my truck to a REALLY strange enigma. It's now an "F-200". That is, it has a coil sprung Dana 44 up front with 3/4 ton brakes and rotors and a Dana 60 out back with the 3/4 ton springs with overloads. It still has the 300 six and manual brakes with a 4 speed. I'm looking to upgrade to an FE V8 above 400 cubic inches.
The parts are out there to build whatever you want. Find a truck with MOST of what you want and add/take away the rest.
While manual steering is a bit of a pain, it's easy to get used to. Parking lots do become tricky, so you'll either learn to park other places or develop large biceps.
Once you're moving, it's no big deal.
As far as the brakes, I'd go with power. It's nice to have, especially if you intend on hauling anything, either in the bed or on a trailer.

I like a no frills truck too and it took me two years to find exactly what I wanted. I would look until you find what you want, but I agree with the guys about the power steering and brakes. Some features are just worth having.
The reason i want a old no frills truck is my family used to own a old 75 e150 with a 300 six three on the tree and no power anything . That old van went forever and i could fix it no problem and now i need a truck for work . I hope to have a f150 4x4 by the end of the month if it all goes my way at the auction Ill modify it to suit my needs .
Had a 79 F-250 4x4. 300-4spd, power steering and brakes.
Have a 79 F-250 crewcab, when I bought it it was 300-4spd, N/P steering, power brakes. I put power steering on it.
Do a little maintenance and stuff will last a long time, I won't do the no power steering thing again, nope, not gonna happen, never, well there's this 72 shorty 4x I've had my eye on for a while, and it's stock as a rock so maybe, hate to tear up an original, ya could do it again, ya screw power steering, armstrong is good enough.... not.

For what it's worth, the power steering and braking systems on these trucks are pretty simple and easy to fix in the event of a problem. Really, there's not much to it.

My thoughts exactly.
A power brake system is basically the same thing as a manual brake system except it includes a vacuum brake booster which almost never gives trouble. It's an easy fix if it does.
As for power steering, on the later 4X4 trucks (77 & up IIRC) you might have to toss a few $$$ into it once. Replace a pump, good quality hoses, or worst case the steering box. All easy fixes and if done with good parts you may never need to touch it again for as long as you own it. Well worth the trouble if you are going to drive it and put a lot of miles on it.
That's me, really it's still your choice (but it will be a hard truck to find).
