1990 ford e350 diesel 7.3 shift problem

1990 ford e350 diesel 7.3 shift problem
van blew front seal out of tranny.
Got a call from repair shop and he did the normal rebuild as i am no transmission man.He says now it will not shift past second.I beleive it is the e4od? transmission.It is a 7.3 diesel idi.Any ideas or possible?computer problem ?iThanks
