The vac line will only be a problem with the climate control and the auto hubs. The climate control will default to defrost and the front hubs will not engage or disengage without vacuum. Think of them like a ball point pen, one shot of vac and off will turn them on and to release another shot of vac and they will release.

Your pics are of the vacuum pump and the heater bypass valve. Loosing vacuum shouldn't cause any issues to your engine running, it would just default the vents to defrost and cause issues with the vacuum hub autolocks if you are 4WD.

could that be the reason when I turn on my AC it seems like the defrost is on for just a second before the AC comes through the vents like it should?

when I did the check on the FICM I got
47.7 at key on and then I got 47.8 while cranking and while the motor was running. Is it safe to say the FICM is ok so that I can concentrate on something different like the EGR and cooler.

The ficm is most likely ok with that voltage.

I changed out the EGR valve and drove it around, it really didn't smoke as much but it did smoke some after warming up. What about the ICP and pigtail?

pull the down pipe off the back of the turbo to see if you have oil buildup

That usually means you need a new Oil seal for your turbo.

the ICP ( Injection control pressure ) if oil is out the back side ( connection side) would mean bad sensor you could monitor ICP and ICPV (volts) those two are a little more prone to stall buck surge, and low pressure

pulled the connector off the ICP and there is no oil anywhere, so I'm assuming the ICP is ok. So now on to the turbo downpipe, if there is oil then I need to get a oil seal kit. Also I pulled the EBP tube and it was clear.

Being an 04' you can remove the EGR throttle plate, it is located where the air enters the intake manifold, there is a butterfly valve inside the throttle body that can be removed. If the EGR throttle plate actuator is not functioning properly it can cause problems. Its not really needed and will eliminate that as a possible cause. Only remove the plate from inside and leave the throttle body in place and plugged in, scroll through this PDF and it will show you the location of the throttle plate, https://www.ford-trucks.com/ford-man...ble%20Book.pdf

I took the down pipe off at the cat and it was dry inside, except for a little soot. I couldn't take it off at the turbo due to a I metal piece that was holding the two together at he turbo.
