carb tuning

I have new rebuilt 351w in my '81 bronco. I have my egr vacuum t'ed into the distibutor advanced timing vacuum. I have my pcv vacuum going straight into the intake and the brake booster vacuum going into the back of the carb. my engine lacks power going up hills and is running I believe a little too lean. I am getting about 11 miles per gallon(I was told I could get about 15). I am running at about 4500 feet above sea level. I have a 1405 edelbrock carb with .98 jet for prim. with 73x52 rods. 95 jets for secondary. I am wondering if I should take out my egr vacuum (plug it off) and change the rods to 70x52 and go from there. Any help would be appreciated also I have a edelbrock performer intake.. Thanks

I'd try a leaner mix. That seems a bit on the rich side (especially considering the mileage) Also what are you idling at? Some of this can be fixed with the idle mix.
