Can't get the wheel to tilt.... push forward on the turn signal lever, the wheel should spring upwards... what happens, instead?

PO has changed the column. This one has a little lever on the bottom, that doesnt work. No problem I did it manually to where it was comfortable for me. Now I have to go get a key switch. Then hopefully Im done.
