Code 23 TPS help

Code 23 TPS help
I finally got my truck to pop a code, it is the code 23 tps signal voltage out of range or something like that,
Truck has a hesitation sometimes when speeding up, I changed the tps last summer but the problem never went away, I am getting 5.11 volts to the orange wire and something like .5mv to the brown, the green wire increases in voltage when I raise the throttle till about 3.0 volts then has a spot with no connection Then rises again. The old tps did the exact same thing, I even put it back in tonight to test it.
Is it just my bad luck that 2 are having the same identical problem or can something else be causing it???
