If your front seat is too far back and is pushing against the rear part of the folded down back seat, mine does that too. Push really hard on the folded down bottom part of the seat to release pressure off of the seat back. Seems to work for me.

Needle nose pliers on the end of the cable? if the cable is toast then cut it where-ever you can and just use the pliers on whatever sticks out 
I'll go and look at mine in a minute once I get out of the house and can see it. I'll let you know if I can think of anything better. Where is the cable broken?
