Turbo doesn't spool

When my truck (2004 6.0) is first started there is no turbo whistle. When you accelerate there is no power then it spools and takes off like a rocket. It only does this the first startup. After I drive it I can turn it off and all starts that day are fine and you can hear the turbo idling.

How long has it been since the turbo was cleaned?

I don't know I bought the truck 3 months ago.
