1978 bronco rust spots

I was getting to almost paint my 78 bronco then I took the cap off and found these fun spots of rot just wondering the best way to deal with them anyone else had similar issue there were two little hole in the cap where the water got to it

Clean them up and weld in patches is about all I can think to do.
It none of the outlets have the patch panels than maybe find them at
a pic an pull or make them from a hood of a parts car?

Would a quarter panel come with those top rails only panel that's even close I might need one anyways for the rear corner
