2001 Supercrew, accessory power plug?

The power receptacle in the back seat passenger side on my '01 Supercrew is dead. It is not a fuse.

Can someone tell me how to trouble shoot this plug? How to get to it under those plastic panels??

also

I would like to remove the cigarette lighter up front and replace it with another power point accessory plug but they tell me that it can't be done...something about the 2 are not the same size so it won't fit in the cigarette plug space. True or no?

Is it located on the back of the center console?

No sir.

It is located on the passenger side in the back seat where the seat belt anchors.
