There's a lot of Anode information on this site. According to it the overflow tank install will only provide protection to the overflow tank...which most are plastic? Makes sense as my Fiat 124 has a sacrificial plug in the head.
Q. What precautions should I take when installing new anodes?
A. Make sure they make good electrical contact with the metal that is being protected. Remove any paint and clean the metal surface that will be in contact with the anode. DON’T paint anodes! They can’t work if they are covered up.
Seems to me the anode would best be inside the radiator itself to work, suspended in coolant? Heck, why not installed in the radiator cap, like a dipstick?

You are right on the mark again- with aftermarket AL radiators (good quality US made) they typically have one that is directly installed as you are speaking of......the oem's unless its recent production don't and its really not totally necessary (although better) to install one directly into the radiator as electrolysis will travel through bits of moisture.....this is kinda how they protect underground fuel storage tanks...the anode is installed in the dirt nearby the tanks with a cable connected to it for conductivity.
