As I mentioned in the PM's, the fuel drips are almost certainly unrelated to the issues going on w/ the HPO (as others have said) and you need to look closely at the fuel level sensor cover. When I pulled my level sensor, I loosened the bed bolts and tilted it up (resting on 4x4's) to make room under there.
My assumption is this is an early 03 truck with log rails. Thats the issue with air testing.
The next being that suspect is low volume output from the pump.
You could tie in to the rail from the allen plug and see what happens, pull the oil filter and check for air leaking back in the housing.
It sure sounds like the HPOP. Since Cheezit doesn't feel that the air test would be good for a pump that is not delivering the proper volume, the block off test is about the only test that would tell you something (seems to me anyway). I would still recommend a fuel pressure gauge, but the ICP info indicates it is probably not a fuel pump (or regulator) issue. My .02 ........
The issues with the early HPOP's are certainly disappointing. I was just reading Anthony's "Blue Diamond Rep" thread. Nine upgrades to the early HPOP and they still may not have it right! If it turns out to be your HPOP, the Dieselsite pump (downside is that it is fairly expensive) might be worth trying. I haven't read any negative posts on it, but there aren't that many people posting up about using it.
Ok thanks a bunch Mark, and everyone else. I guess I'll start printing out the directions for the HPOP replacement. I believe that's also in the same area as the oil cooler and EGR cooler so I might as well replace those while I'm in there. Lines to the turbo also need updating and all the stuff like that which should be done while its all apart. It gonna be expensive and a big job but ya gotta do it.
One side note, the early EGR coolers are very reliable. I have not paid attention lately, but there just weren't many failures with them. Also, if the ECT/EOT split is good, I wouldn't mess with either of those components (unless you wanted to do an EGR delete).
I will look for a link to a video on an HPOP replacement. I know they are out there.

Ok, I'm gearing up to do the HPOP replacement. Is the Motorcraft still a good replacement for this or should I look into buying a non-Ford manufactured part? I can get a MC for around $589 on ebay.
Also, While I am in that area I am probably going to replace the oil cooler and delete the EGR cooler. I see that EGR Delete Kit | Ford 6.0 Liter EGR Delete has their high flow oil cooler and egr delete kit for $458 free shipping. Anybody use their kits?
Only I have to add is. If you are going with an after market oil cooler spend the $15 bucks and get a ford oil cooler cover gasket. The whole kit is more expensive but very worth it. Or save yourself the hassle and get an international or ford cooler kit from the start.
