1991 Ford f150 new actuator cranks over but wont start

Having trouble with a friends 1991 f150 2wd truck. Had to start the truck by jumping the solenoid. He put a new ignition in it and didnt fix it. Then I put a new ignition switch and still didnt work. So then I seen something about the actuator inside. Used the step by step on FSB.com and got it all in. Went to start it and all it does is crank but not start. He says the lights and gauges arent working the same but they are working. Tried to jump it the old way it started but no go. He says he cant hear the fuel pump turning on. I need some kind of help been messing with it for two days and im stumpped and frustrated.

To start with you just do not just start replacing parts. This very seldom fixs the problem and will cause more problems.

You start by getting a test light and check for power at the push on wire at the starter relay on the fender when the key is turned to start. Do you have power?

Also need more information about the truck.
What size engine do you have in it?
What transmission do you have in it?

I was mostly wanted to know if you have an automatic or standard transmission.
The reason being they are wired different in the starter safety circuit.

I checked the green relay It clicks over when I crank it

When he re did the column the cable may not be pulling the MLPS sensor far enough into park to allow the safety circuit to go through to the starter relay.

The green relay is the fuel pump relay.

the shift indicator doesnt work does that have anything to do with it

I think the timing is off on the key ignition because the fuel pump doesnt turn on and the guage cluster is not right. how do you find the timing right?

You say he "put a new ignition in it". What does that mean? When you say you changed the ignition switch, do you mean the lock cylinder (the thing the key goes into)? Or the actual switch down on the steering column near the firewall?

The first thing I would do is shoot a little starting fluid into the throttle body while cranking to see if if fires up. If it does, your problem is no fuel. If not, your problem is no spark.
