MY 1983 F250 with a 351W 4spd does not return to normal idle at stops. When pulling up to a light with the transmission in neutral the idle will hang at 1100rpms and when you tap the throttle it drops back to 650rpms. Would the vacuum pull off be faulty causing this problem?
Yes. My guess is that the choke isn't coming fully off and that the fast idle cam is getting in and holding the idle speed up. And the vacuum pull-off should pull the choke off. BUT, it could also be that your hot air tube has rusted off as many have, so the choke isn't coming off, and that can cause that problem as well as kill the MPG.
The pull-off doesn't usually pull the choke all the way off. It usually has a slotted bracket and it's setup to just crack the choke when the choke is fully closed. You can turn the large round black piece to adjust the choke, but it will never be quite right if the stuff Gary mentioned is not correct. The round black piece needs a wide temp variation to work the choke correctly. That means it's cold when the engine is cold, and hot when the engine is hot. If your heat tube is not connected it won't get hot enough to pull off completely except when when the weather gets warm enough.
