Why can't I post attachments?

Why can't I post attachments?
When I click the "post Reply" button on a certain thread, there used to be a button that said "Manage Attachments". This would open a window that would let me post a file right from my computer. that's not there anymore. Am I doing something wrong?

edit: I found out why the "Manage Attachments" button was missing - I was not a supporter. There must have been a glitch before when I used it, and when the site was updated recently, the glitch was fixed. So, I became a three year supporter!!!

The 'little picture icon' just wraps the url in [img] tags.
It needs to be a jpeg or gif.
attachments can be a local file on your computer or a url, and might be .doc, .xml, .pdf or whatever kind of file.
It will be uploaded to the IB servers.
