I was going to purchase a rocker panel but I think this area is different

Yes that is the rocker panel. I have found several listed on both amazon and ebay. Not sure where you were looking to purchase them from though. Other areas you might want to check for for heavy rust and rot like that is the radiator core support and the floor braces underneath that support the floor pans to the inner rocker panel, as well as check the inner rocker panel itself.

even if you dont weld more material in, cut out the bad stuff, wire brush off he crap and paint it with a rust converter to stop it now........ Cutting off the hanging crap makes it look a lot better also. AFter the converter drys, spray undercoating up inside, and redo the exposed lip with paint.
