I've just ordered a new 6637 filter and cover from Riffraff Diesel..
Last week end I went to my sons in Houston the back home and
got 15.8 mpg.. I didn't drive much over 65 as I had the cruse control
set. A time or two in Houston I really had to get on it merging and got
up to 70 but leveled back out..
My question is, this is an early model '99 and does have a cat.. If I remove
the cat and put a flow through muffler on will this improve the mileage
or not ??
There's nearly 220,000 miles on my truck and I'm just trying to make
it better..
BTW, I've got two new Motorcraft battery's.

Nope you're not gonna see much if any improvement the time it will take you to get your money back it will be a waste. You can pretty much bet that almost anything you do to your truck is pointless as far as aftermarket to "improve mileage".
You can make sure its running good no boost leaks and good clean fluid etc that's your best bet for improving mileage. As far as getting much more mpgs.... Deal with the it is what it is
I have a 2003 7.3L, 156,000 miles. When I bought the truck, it had 91,000. I don't have a cat, and put a new flow through muffler on it right after purchase with little to no difference in MPG. I also put the 6637 air filter on, and little to no change. I then put a programer on it, and got better mileage both towing and highway. Last month I put a MagnaFlow performance exhaust on, and it has about a 1,000 miles on since. I have seen a 1-2 MPG jump and have better acceleration response. I just got 20.8 MPG on highway driving 70 last week, and took our RV out yesterday and averaged 12 MPG on a short trip. Both better than before the new exhaust system. My experience with the muffler alone didn't get me any better performance.
18-19 is about as good as you can reasonably expect. The key is to eliminate all boost leaks both in the intake system and on the exhaust side. Also be sure the exhaust back pressure sensor and tube are clean and working properly. If your truck is lifted and has very agressive tires, all bets are off.
a good tight transmission and a good tight torque converter will also help mileage, But it would take a long time to be paid back. At 15.8 you have a little room for improvement, I would start with turbo drive pressure leaks as already posted.
